Burnside, from Ultima VII
Burnside is the mayor of Minoc in Ultima VII. Despite being a member of the Fellowship, he doesn't take it very seriously, and appears only seldom at their meetings, meaning that he wasn't blinded by their false charity. He is, despite the first superficial glance, an honest and honorable man, taking his job as the mayor of Minoc very seriously.
When the Avatar met him in Ultima VII, he was already the mayor of Minoc for more than 20 years. Horrified by the double-murder committed by Hook in the sawmill, he saw it fit for the Avatar to lead the investigation. Burnside also told the Avatar much about the tensions between the Artisan's Guild and the Fellowship in Minoc, revealing that he actually hadn't the best opinion of Owen the shipwright. When the Avatar later showed him truth with evidence that Owen's failed ship design had cost lives, he canceled the planned monument for Owen, asking the Avatar to tell Owen the news. Following then cancellation of the statue, he hired the Artrisan's Guild to create something else for the place where the statue was supposed to be.
One year later during Ultima Underworld II, he was still mayor, being busy with reforming the labor policy in the mines around Minoc.
