Fenelon is an enslaved man in Minoc.
The Avatar found him in Ultima V sewing sails near the harbour. Fenelon told the hero how the cruel Captain Blythe had enslaved him and young Rew. After showing Fenelon some kindness, he revealed a secret to the Avatar concerning the Sacrifice tax. The guard would leave at noon for lunch, and is not present at night, making it the perfect time to enter Minoc.

In Lazarus, Fenelon's part was deeper, him telling after some digging, how his own actions had made the situation worse than it already had been. He admitted his guilt and could only pray he would find a way to make up for it.

As read in The Ultima 6 Project, Fenelon did, after the fall of the Oppression, manage to show the people of Minoc that Blyth was now powerless, ensuring the tyrants fall from grace. Fenelon then managed the lighthouse for a while and when Blyth tried to get revenge on him, he beat him bloody and dragged him over the stairs, managing to scare him out of town.
