Lord Stuart the Hungry can be found in the tavern of Moonglow in the time of Ultima V -- all day, every day. He even sleeps in the room upstairs, and one can find 99 units of food beneath his bed after some searching. Stuart is the creator of the Create Food spell. He will happily tell the Avatar the incantation and reagents required for casting.

In Ultima V: Lazarus, Lord Stuart was a mage of the Lycaeum who left with the general migration to Moonglow when the magical laws were changed. His current occupation is working on a spell that creates food. Oh, and eating The Honest Meal completely out of anything edible.
