Maxwell is a fighter found in Serpent's Hold in Ultima V, who offers to join the Avatar on the quest against Blackthorn.
He has the same starting attributes as Gorn (high strength, low dexterity, no magic points), but lower health points. Because of this, he's generally considered a weak character.
