Sir Richter is the armourer and second-in-command of Serpent's Hold in the time of Ultima VII, who has come under the influence of the Fellowship.
Sir Richter was at first unfriendly when the Avatar met him in his workshop. He explaining that this apprehension was caused by a theft by someone claiming to be the Avatar (Sullivan). When asked about the other people of the fortress, Richter revealed that he had absolute loyalty to Lord John Paul, but had some doubts about Sir Horffe's discipline, although he couldn't pinpoint what felt wrong about him. He also revealed Lady Tory's empathic abilities, and speaks of her wistfully.
Sir Richter felt that it was their job to give a good example and protect the people of Britannia from the wild beasts.
When finally asked for help in the case of the vandalized statue after talking with Denton, Richter gave the Avatar some bloody stone chips that he'd found at the crime scene, hoping they could be helpful.
