Fiona is the member of the Great Council representing Minoc.
Fiona hid in Minoc by running the poorhouse in the guise of a woman who herself was quite poor, thus deflecting suspicion away from her, while her daughter Rew sewed sails at the harbor to underline the image. This way she'd managed to evade the Oppression.
The Avatar met her in the poorhouse in Ultima V. Fiona at first feigned ignorance, and when asked about the council first asked how the Avatar came to that idea. Mentioning meeting Annon or saying the password of the Resistance finally made her trust the Avatar, and she revealed the Word of Power for the dungeon Covetous.
