Joseph, from Ultima VII
Joseph is the mayor of Jhelom in Ultima VII.
When the Avatar spoke to Joseph in Ultima VII, the youthful politician spoke at length about the local enthusiasm for dueling, explaining that his job required equal practice with both the pen and the sword to keep the peace. He explained that most duels in the city were duels of honor - to the blood rather than the death, and that one of the more popular subjects of contention was the Fellowship, which had many fighters seeing combat over the question of its validity. He confided in the hero that he felt the organization was foolish, but claimed that he needed to maintain neutrality on the topic publicly.
When asked about the situation with Sprellic, an innkeeper who had run afoul of the prestigious Library of Scars, Joseph confessed to being quite unsettled by the affair, but explained that he had little leverage to intervene. He admitted that he feared Master De Snel, the headmaster of the Library, confiding in the hero that he worried that the man would have him killed if Joseph attempted to meddle in his affairs.
