Time Lord

The Time Lord is a very powerful being, and it is not exactly clear, what he is. He himself describes his job as ensuring that time flows smoothly through space and in ordered paths. He adds that it is too complicated to describe to mortals, and that his actions are very important for the universe. He is clearly interested in the well-being of the worlds of the universe, and is opposed to forces of destruction and chaos.

Though he doesn't appear, it is implied in Ultima II, that the Time Lord rescued the Stranger from the alterations in Earth's timeline (who else could?), so that the damage could be repaired. He first appeared for real in Ultima III, where he was found at the bottom of the Dungeon of Time, where he showed the right combination for the Four Cards, which would destroy Exodus.

He is a major player in Ultima VII. Imprisoned by the Guardian in the Shrine of Spirituality, it is him who sent the Moongate to bring the Avatar back to Britannia. When the Avatar finally met the Time Lord, he explained to the Avatar what exactly was going on in Britannia, and that the Avatar had to destroy the Sphere Generator in order to free him. The Time Lord also gave the Avatar helpful advice about the defenses of the Cube Generator and what to do with Rudyom's Wand.

That the Time Lord didn't appear in Ultima VII/2 is strange.
