Tsandar is met by the Avatar in the Keep of Serpent's Fang in the past of Serpent Isle in Ultima VII Part Two. He is a warrior of Order, and carries the rank of Sub-Commander in the Keep's garrison, under Isstanar.
Until little before the Avatar's arrival to Serpent's Fang, Tsandar was Senior File Leader in the Keep. However, after the death of Ardiniss, the Keep's former commander, he was promoted under Isstanar to his current position.
Usually he can be found in the lower areas of Serpent's Fang, the chamber which functions as armoury, prison and torture-chamber.
Dedicated to Order, Tsandar informs the Avatar of his belief that Surok, the healer of the Keep has let his resolve slip, and that its likely he is responsible for the escape of the Chaos creature, Yurel. He as well offers to train the Avatar, making him the only trainer outside of Monitor.
